The Joint Assessment Mission (JAM) report recommended that the M & E should be kept simple in recognition of limited human capacity then prevailing in the Southern Sudan. The report says that different institutions should be responsible for different elements of M & E in recognition of the fact that monitoring of inputs and outputs depends primarily on sector information and on administrative records for generating appropriate indicators. It also says that while monitoring of outcomes may, to a certain extent, be carried out by sector institutions, for the most part, required data has to be provided by SSCCSE.
